As a result of commercial pressure to allow offshore bunkering, the South African Maritime Safety Authority (SAMSA) have agreed to allow such operations provided certain requirements are met. SAMSA will be charging a fee for granting permission to carry out these operations.
We recommend that any of our Assured who intend undertaking offshore bunkering in South African waters review the circular, (which may be downloaded using the link below), together with the Marine Notices issued by SAMSA setting out the requirements for offshore bunkering and oil transfers.
SAMSA require that the P&I Insurer is made aware of the intended STS operation, and that the Asssured produce a Certificate of Cover together with confirmation that the P&I Insurer will cover the risks of the operation should something go wrong.
