Circular - Customs Fines in Dakar

Our Senegal Correspondents suggest the following simple points to reduce the risk of receiving potentially very large customs fines at Dakar:

In addition to the usual Customs declarations, our Assureds are recommended to remind their vessels’ Masters to fully declare all bunkers and lube oil reserves, plus all paint stores.

All customs forms must be filled in before the Customs officers arrive at the Master’s cabin, as Dakar Customs officers reportedly have a tendency to seize any uncompleted declaration forms upon arrival, and accuse the Master of non declaration of bunkers with a hefty Customs fine.  The Master therefore needs to obtain the Chief Engineer’s final bunkers statement on completion of inward maneuvering as a matter of utmost urgency.
